Professor Carroll Presents at 7th International Conference on Technology & Communication Law: “Who Governs the Internet?”

On March 5, 2021, Professor Michael Carroll presented at the 7th International Conference on Technology & Communication Law: “Who governs the internet?”.  Professor Carroll’s presentation traced the history of the open access movement. At the dawn of the Internet age, researchers, librarians, and Internet enthusiasts recognized that digital publishing and digital networks could enable sharing of the entirety of scientific and scholarly research with anyone connected to the Internet. Copyright, however, prohibited providing access to knowledge in this way. The primary goal of the open access movement has been to realign incentives to realize the potential of widespread access to knowledge in a way that is consistent with copyright. Public policy initiatives and new publishing models have resulted in an increasing amount of research that is available for free online under an open license or under terms that permit free access. But, the open access project is ongoing, and the work is not finished.
