Ms. Jayashree Watal is Counsellor in the Intellectual Property Division of the World Trade Organization, a post she has held since February 2001. She has extensive experience in negotiations on the WTO’s Agreement on Trade and Public Health (TRIPS), both at the WTO and in her previous positions with the Government of India. Ms. Watal’s government work was devoted to policy, diplomacy, research and administration on intellectual property rights, and she represented India in the TRIPS negotiations. Ms. Watal has researched and published on issues related to intellectual property rights, including the book Intellectual Property Rights in the WTO and Developing Countries (Oxford University Press, India and Kluwer Law International, 2001). She worked in the Government of India, Ministry of Commerce as Director, Trade Policy Division, New Delhi (1995-1998).

Professors Carroll and Peter Jaszi, published a new paper, The Triumph of Three Big Ideas in Fair Use Jurisprudence.  Published in the Tulane Law Review, the article argues that the Court’s decisions on fair use, which represent one-third of the Court’s total merits decisions, are historic.
